Why Use Greywater?

Kiwis irrigated with greywaterReusing or recycling greywater from sinks, showers, and washing machines (but never toilets) is a great way to conserve water and save money. Greywater systems can reduce a household's water use by 10% to 50%, extend the life of a septic system, save time on watering plants, encourage the use of more environmentally friendly products, and use less energy and fewer chemicals than other forms of waste water treatment.

Types of Greywater Systems

Greywater Regulations, Codes + Rebates

In the US, greywater legality varies greatly from state to state. Greywater is a new area of adoption for building departments and water conservation districts, but we are starting to see more robust support from public agencies to legalize and actually to financially incentivize the adoption of greywater recycling in homes.

Rebates

Here is a list of confirmed rebate or incentive programs for residential greywater systems in California, Arizona, Colorado, Oregon, and Washington. Public agency sources are linked directly whenever available so that you can pursue rebates for your system, no matter where you purchase it.

CA

California

Permit-free laundry-to-landscape systems have been legal statewide since 2009 (California Plumbing Code, Chapter 16). California has, by far, the deepest bench of utility rebates of any state — this is the top 20 by how well-documented and substantial the program is, not a ranking of every agency in the state.

City of San Diego Pays $150–$250 toward a no-permit laundry-to-landscape system, and up to $1,000 for a permitted, fixture-branch system — the most generous single-agency greywater rebate confirmed in the state. Funded through the city's water conservation program and processed by the Public Utilities Department. Systems must follow the specifications in the city's Information Bulletin 208, including a labeled 3-way diverter valve and subsurface, on-site containment with no runoff onto neighboring property, streets, or sidewalks. Valley Water (Santa Clara Co.) Pays a base $200 for a laundry-to-landscape system, rising to $400 for customers of City of San Jose Municipal Utilities or City of Palo Alto Utilities. Requires the property to meet siting criteria — washer near an exterior wall, landscape at or below washer elevation, and the first plant at least 50 feet from the washer (further if downhill). Soquel Creek Water District (Santa Cruz Co.) One of the highest fixed rebates confirmed in California: up to $400 for a clothes-washer-to-landscape system, and up to $1,000 for a dual-plumbed shower, bath, or bathroom-sink system. City of Watsonville (Santa Cruz Co.) Pays $400 for a laundry-to-landscape graywater installation, alongside separate rebates for rain barrels ($30) and rainwater harvesting by the gallon ($0.30/gal) — one of the more complete small-city conservation packages on the Central Coast. Pajaro Valley Water Mgmt. Agency Pays $400 for a laundry-to-landscape system in its Santa Cruz/Monterey county service area, alongside a separate rainwater catchment rebate for barrels and larger cisterns — one of several small, adjacent agricultural-region agencies in this part of the state actively funding residential greywater adoption. East Bay MUD (Alameda Co.) Reimburses up to $100 for the core components of a laundry-to-landscape system — the brass 3-way diverter valve, air-admittance/anti-siphon valve, and PVC conveyance line. Open to single- and multi-family properties up to four units. San Francisco PUC Pays up to $100 toward the three essential laundry-to-landscape components (PVC pipe, 3-way valve, auto-vent) for single-family or two-unit properties in San Francisco. Runs alongside Article 12C of the SF Health Code, which separately mandates onsite reuse systems in large new developments — a regulatory push that keeps demand for residential systems visible citywide. North Marin Water District (Novato) Rebates residential customers for installing a qualified greywater system, and separately pays low-income customers enrolled in its LIRA program a recurring $30-per-billing-cycle credit (about $180/year) specifically for having one installed — a rare recurring, rather than one-time, greywater incentive. Contra Costa Water District Covers 100% of material cost up to $50 for a laundry-to-landscape system — one of the smaller rebates in the state, but notable for reimbursing the full material cost rather than a flat token amount. Limited to one rebate per property for the life of the program; the application must be postmarked within 90 days of the equipment purchase date, and CCWD recommends hiring an experienced installer. Marin Water Doesn't rebate greywater as a standalone line item, but folds it into the Cash for Grass program: a lawn-to-water-wise conversion that incorporates a greywater system (alongside options like a rain garden or cistern) qualifies for the program's Best Practice tier, worth up to roughly $4.68/sq ft. Eastern Municipal Water District (Riverside Co.) Pays up to $50 toward the 3-way diverter valve central to a laundry-to-landscape system, serving western Riverside County communities including Hemet, Menifee, Murrieta, Temecula, and Moreno Valley. District / Cal-Am Pays $100 per fixture for a greywater irrigation system for customers of California American Water in the Monterey Peninsula service area — useful for larger, multi-fixture systems where the per-fixture structure compounds. Goleta Water District (Santa Barbara Co.) Covers 50% of the cost of laundry-to-landscape parts under its Smart Landscape Rebate Program. Also notable as a regulatory outlier: in 2016, the unincorporated Goleta Valley became one of the first areas in the state to waive building permits for "shower-to-flowers" (bathroom greywater) systems, not just laundry systems. City of Petaluma (Sonoma Co.) Pays up to $125 toward a laundry-to-landscape system, capped at material cost and limited to one rebate per household. Offers a rebate to help install a clothes-washer reuse system, part of a broader regional push (alongside Sonoma Water, the county, and neighboring cities like Cotati and Windsor) that has run free do-it-yourself laundry-to-landscape workshops for over a decade in partnership with the nonprofit Daily Acts. City of Coalinga (Fresno Co.) Runs a standing Greywater Rebate Program with a public application form — notable mainly as a rare example of a small Central Valley agricultural city (population ~17,000) funding residential greywater adoption outside the usual coastal/Bay Area cluster. The current rebate amount isn't published on the city's site; contact Public Works to confirm before quoting a figure to a customer. City of Coalinga

This is the top 20 by documentation depth, not an exhaustive census — dozens of smaller California districts run similar programs that didn't surface in this round of research. If a customer's water provider isn't listed, that's not evidence they lack a rebate.

AZ

Arizona

Greywater reuse has been legal statewide since 2001 (ARS §49-201/49-203); systems under 400 gallons/day need no permit. Almost all of the state's incentive money is concentrated in one city.

Tucson Water Reimburses up to $1,000 for a residential greywater system, contingent on attending a free workshop and submitting a project plan for pre-approval; some system types also require a post-install inspection. Tucson Water has paid out over $2 million combined across its greywater and rainwater programs since 2012. Low-income households can additionally access zero-interest loans and grants through a nonprofit partner, the Sonora Environmental Research Institute (SERI), to help cover upfront costs. No other Arizona utility was confirmed to offer a dedicated greywater cash rebate — notably including Maricopa County, home to roughly 60% of the state's population, where none of its 27 incorporated cities and towns offer one.

CO

Colorado

Greywater use for new construction became legal statewide on January 1, 2026 (HB24-1362), replacing a prior opt-in system that only about six jurisdictions — Denver, Pitkin County, Grand Junction, Castle Rock, Fort Collins, Broomfield, and Golden — had adopted since 2013.

No Colorado water utility — including Denver Water and Aurora Water, the two largest checked — was confirmed to offer a dedicated cash rebate for residential greywater system installation as of mid-2026. The legal pathway opened well ahead of any funding to go with it; worth revisiting as more jurisdictions adjust to the new statewide default.

OR

Oregon

Oregon has one of the more detailed greywater codes in the country — DEQ's three-tier system (OAR 340-053), in place since 2012, distinguishes untreated, partially treated, and disinfected greywater for different reuse purposes, including indoor toilet flushing.

No Oregon utility — including Portland Water Bureau, Eugene Water & Electric Board, and Tualatin Valley Water District, the three largest checked — was confirmed to offer a dedicated greywater cash rebate. All three run general water-efficiency rebates (toilets, irrigation controllers, nozzles) and Portland separately runs Clean River Rewards, a stormwater-bill discount for rain gardens and cisterns — but none extend that funding to greywater equipment specifically.

WA

Washington

Washington allows small, permit-free "Tier 1" greywater systems under WAC 246-274 (up to 60 gallons/day per system, two systems per property); larger Tier 2/3 systems require a local health department permit.

No Washington utility — including Seattle Public Utilities/the Saving Water Partnership and the City of Spokane, the two largest checked — was confirmed to offer a dedicated greywater cash rebate. Seattle's RainWise program is worth noting for context, but it funds rain gardens and cisterns for stormwater management, not greywater reuse.

TX

Texas

Texas has no statewide greywater rebate, and outside Austin, the state's other major cities (San Antonio, Houston, Dallas–Fort Worth) run real rainwater-harvesting rebates but no dedicated greywater cash rebate was confirmed for them. Austin is included here as the only program outside California worth putting next to it — not because Texas as a whole rivals California's density of coverage.

Austin Water — Residential Pays up to $150 for a laundry-to-landscape graywater system, structured like most West Coast programs — smaller than several California district rebates, but a real, standing residential incentive rather than a legal framework alone. Systems must meet City Code Chapter 15-13 requirements: no storage, no runoff onto streets or waterways, no ponding on the soil surface, and no installation within the Edwards Aquifer Recharge Zone or other environmentally sensitive areas. Austin Water — Onsite Water Reuse (commercial) This is the outlier that puts Austin in a different league at the commercial scale: the Onsite Water Reuse Systems (OWRS) Pilot Incentive Program pays up to $1,500,000 per qualifying project, plus a separate Expedited Building Plan Review rebate worth up to $36,000. Since April 2024, new commercial, multifamily, and mixed-use developments of 250,000+ sq ft (and any project replacing a cooling tower) are required to install onsite reuse capturing greywater, rainwater, condensate, stormwater, or foundation drain water — and the incentive program exists to offset that mandate's cost. In residential retrofits, many people choose to install systems without permits, regardless of code requirements. For new construction and remodels requiring permits, people usually work with their local building department to obtain a greywater permit, or install a "greywater stubout" to which a future greywater system can be connected after the final inspection. Arizona, Texas, and New Mexico do not require permits for residential greywater, as long as health and safety guidelines are followed. California does not require permits for laundry systems that do not alter the household plumbing, but does require a permit for other types of systems. Some states do not have codes addressing greywater and permits are applied for through an "alternative methods and materials" application. Unfortunately, this can be very costly and time consuming and does not always result in a permit being issued.

1. Low tech greywater systems for outdoor irrigation: landscape direct

Landscape direct greywater systems are the least expensive and the simplest systems to construct. They rely on gravity for distribution and are best for irrigating larger plants such as fruit trees, trees, shrubs, bushes, vines and larger vegetables like corn.

 

Laundry to landscape:

In the Laundry to Landscape Greywater System the washing machine hose is connected to a 3-way valve which allows the homeowner to send the greywater to either the greywater system or sewer/septic systems. Greywater is sent to 1" irrigation tubing which distributes the greywater to multiple outlets in the landscape. This system is low cost, adaptable, and easy to install by a do-it-yourselfer or tradesperson. This type of greywater system was first developed by Art Ludwig of Oasis Design.

 

Laundry drum:

The wash water is pumped into a "drum," a large barrel or temporary storage container called a surge tank. At the bottom of the drum the water drains out into a hose that is moved around the yard to irrigate. This is a very cheap and easy to install system from the washing machine but requires significant user involvement. Hence, it is most often used by renters or people with large patios that are difficult to cross with pipes.

 

Branched drain:

The Branched Drain Greywater System is a gravity-based system that sends greywater from showers, laundry and/or sinks to the landscape using standard (1.5",2") drain pipe. The irrigated area must be lower in elevation than the greywater source. A downward 2% (1/4" per foot) slope must be maintained at all times. The greywater is divided, or "branched" using double ell flow splitters (aka twin 90s), and the final outlet of each "branch" irrigates the root zone of a plant inside a mulch basin. Branched drain systems are best suited for trees or other large shrubs. This kind of system can be time consuming to construct, but once complete requires little maintenance and is long lasting with no moving parts to break. It was first developed by Art Ludwig of Oasis Design.

 

Follow these guidelines to help ensure the construction of safe and functional low tech systems.

  • Never store greywater for longer than 24 hours.
  • Install a 3-way valve to divert the greywater to either the greywater system or sewer/septic systems.
  • Design the system so human and animal contact is minimized (no open top tanks, no ponds or other standing water).
  • Ensure proper infiltration into the ground, no ponding or runoff of greywater (mulch basins are great to use).
  • Use plant friendly soaps and products (no salt or boron).
  • Keep the system as simple as possible.
  • Do not allow greywater to touch the edible portion of any food crop such as root vegetables.
  • Never connect the system to the potable water supply (this is called a cross connection and could potentially contaminate the clean water supply).
  • Do not use greywater if you live near a stream (50-100 feet) or if the ground water table is within three feet of the greywater discharge.

2. Medium tech systems for outdoor irrigation

 

Drum with effluent pump:

This system consists of a "drum" or watertight temporary storage container, an effluent pump designed to pump greywater, and distribution tubing in the landscape. The greywater is not filtered so traditional drip emitters or sprayers cannot be used.This system is most often used when irrigation water is required uphill from the greywater source. Although lower in cost than a sand filter to drip system and much simpler to install, the irrigation efficiency is lower.

 

 

3. High tech greywater systems for outdoor irrigation

Sand filter to drip

Sand filter greywater systems filter greywater so that it can be used in drip irrigation systems. All the greywater from the house is plumbed to a holding tank where the greywater is stored temporarily. The irrigation controller turns on an effluent pump in the holding tank when an irrigation cycle is needed. The pump sends the greywater through a sand filter where all the hair, lint, and other particles are filtered out. The filtered greywater continues through an open irrigation valve to the drip tubing in the landscape. If no greywater is present the system automatically uses supplemental domestic water to irrigate. The system is fully automated and irrigates more efficiently than any other system. The components are higher in cost and more difficult to install, but allow for great flexibility in irrigation - they can irrigate plants of any size and elevation from the house. Typically, all the accessible household greywater is replumbed and piped into the system.

 

Follow these guidelines to help ensure the construction of safe and functional drip irrigation systems.

  • Filter greywater to 100 microns using a sand filter to keep drip emitters from clogging.
  • Install a controller to automatically clean (back flush) the sand filter. Filters which require manual cleaning are prone to user error which can clog the entire drip system.
  • If connected to the fresh water supply for supplemental irrigation or back flushing, ensure protection of the water supply by using a reduced pressure back flow preventer or other accepted methods to prevent cross contamination.
  • Use plant friendly soaps and products; sand filters only provide mechanical filtration and do not remove salt or other compounds.
  • Use an experienced plumber to alter the household plumbing. Accessing all the household greywater can be a complicated plumbing job!
  • Don't use greywater if you live near a stream or if the ground water table is within three feet of the greywater discharge

Greywater for indoor use

In theory, greywater can be filtered, disinfected, and pumped back inside the building to be used to flush toilets. In practice, doing so is not easy. For most households, it is easier to use rainwater for toilet flushing and greywater for outdoor irrigation. Composting toilets are a waterless option as well. There are small under the sink units which can be used to flush toilets with bathroom sink water. In practice, these systems still have some kinks that need to be worked out.
